Reduce latency of System76 Launch keyboard by ~10 ms

This patch reduces the latency by doing three things:

• reducing the USB polling interval to 0.1 ms (~5 ms reduction)
• turning off debouncing, which is not necessary on the launch keyboard, as the matrix scanning operation is slow enough that it basically debounces itself. (~5ms reduction)
• reducing the number of times usb_mux_event does expensive calculations (~1ms reduction, hard to know how much this helps)

Feel free to twiddle around with the settings. I'm testing out some other changes which may be added to this patch if they seem worth it (latency-wise).
