Since generate-package-notes.py understands --debuginfod now, let's pass the Debian debuginfod server in dh_package_notes.

LGTM. Please unset "draft" when you think it's ready.

I actually used the wrong argument in this change and I've also fixed some other issues, so I'm going to do a force push now.

I left in some trailing whitespace in debian/generate-package-notes.1, which I only noticed in Github's diff viewer. Everything should be fine now.
