agent(rhel9): pin kernel to kernel-5.14.0-407.el9.x86_64 #695

kernel-5.14.0-410.el9.x86_64 corrupts the XFS file system if used together with kexec, so let's temporarily downgrade to kernel-5.14.0-407.el9.x86_64.
