Add a favicon.ico

Could use old shepered logo or use the RC logo.

Thanks for offering to help- I've assigned you to the issue, please ask if you need any more guidance; in particular you'll probably need to grab some assets from the old repository

@developer-irfan Appolgies for the tempory block, we haven't really been fortunate enough to have anything in the way of outside help and it was a knee jerk reaction and an error. I am sorry about that, and we would be happy to accept help and work with you in the future.
