Increase the limit of parameters to 32 in gen_ip.

[ ] We might have hardcoded assumptions about parameter names being prefixed with 0 in ilang and vsi_tcl that need to be fixed.
[ ] Vivado should have similar support added for parameter names being pretty.
[ ] The parameters should be added to vsi runtime.
