Multiple new post creation options in Safety Tools home page #300

On the home page for pcsa: safety tools, 6 new post divisions appear. However, there should be only one if no posts are created. This needs to be corrected.

We'll leave this alone till we get the project requirements from PCs. The 6 divisions come directly from the PCSA app.
