URL Tracking Link replacement with drupal 9 #68

With drupal 9 the link tracking URL has changed and needs adjustment in the replacement function of the CiviCRM Extension.

Link format is now: https://__BASE_URL__/libraries/civicrm/core/extern/url.php?u=13327&qid=1792800 as an example.

This was an error in the civicrm Config. No fix needed
