Adds new Contact.createifnotexists API action. See discussion on other PR and new docs

@bjendres of course. Happy Christmas / new year! I just wanted to do it while it was fresh in my mind :-)

I made some additions, rebased onto current master and pushed to feature/add-createifnotexists.

We will merge this after 1.8 is released.

Merged the updated and rebased branch into master. Will be released with 1.9. Thanks @artfulrobot!
