adds continuous integration workflows

also adds MSRV

the actions won't run until this is merged to master, but you can see the job status on my fork - https://github.com/danieleades/mdbook-plantuml/actions/runs/1932303703

Mmm. I used travis back then and that appears to be a paid service now. Yours includes more OS-es, happy with that.

Can you delete the travis file as part of this PR?
