[WIP] update cmake config #88

Modern cmake config adapted from PENF project.

I would like to request @lettleli for review as soon as I am not a cmake pro and just blindly adapted it after him.

This is part of effort to introduce cmake support to FiNeR, another part is to update BeFoR64 project https://github.com/szaghi/BeFoR64/pull/13
