[Docs needed] Payments API #68

Hi!

First of all, thanks for the beautiful library. Great to see more asyncio stuff around!

I've recently been using a forked aiotg with some personal changes for payments. It seems to work pretty well.

I think this functionality may be useful for the community. I'm also going to add some documentation on how to use them.

Meanwhile let me know if there's anything that can be improved.

The code looks solid and I think we can merge it. Do you want to send doc updates as a separate PR or as part of this one?
