There is no license neither in the repository nor in the source files. This makes the software non-distributable at the very best.

Actually it's in the DESCRIPTION file, which claims it is GPL v3 or later. Still, a LICENSE.md or a COPYING file in the repo would make things better.

I noticed that https://github.com/sztup/scarHRD/commit/4cb2834a64ff8889d2265eb2c175c011fe5d5be6 added a LICENSE file, which is MIT (and that would be fine). However the DESCRIPTION file states GPLv3. I'm fine with either, however perhaps this should be clarified / edited.
