Clarify payout timing and appeals process #6

To my knowledge, "bounty hunters" are not given any particular timeline to expect payouts after bounties are completed. Specifying a timeline would reduce uncertainty and allow bounty hunters to plan.

There is also no identified entity that is responsible for executing payouts. An identified entity or person(s) would serve as a point of contact if a bounty hunter believes that there is an issue with payouts after a bounty has been marked "completed".

Though I am not handling payouts, I am the main admin of Bounties and should be the PoC for this.

To my knowledge no one has raised an issue over a payout problem, but this is very much not the CCS and should not be considered as formal.

Payouts will be requested by myself ASAP when bounties are completed, but as mentioned on Matrix there is no SLA for payouts or required timeframe. They will just be sent as soon as possible.

I would like to second this issue, and also raise my own then reg my completed i2p bounty which several kind souls donated over 1.2xmr (for me this is not a trivial amount, its substantial and i would like it asap.

Perhaps if the reason why payouts are not happening asap where explained? Its not through laziness rather something else? (E.g. the person who controls the account is unable to access their ledger wallet because they are traveling?)

When jberman completes his bounty after an expected 4 weeks of work - i think he would need payment actually 'asap' and also the community would want that to.

Not sure how much this is public, but I am escrowing the funds. I accepted that role if it can help to keep the payout process efficient enough and at the same time provide enough confidence to donators (if amounts ever get really large, I would switch to a multisig).

I am not part of any arbitration (and I don't want to). I will not make any judgement call nor get involved with appeals. I simply pay when the monero-bounties team tells me so - in effect at the moment, @sethforprivacy.

I can pay most of the time within a couple days (from the moment I'm told to). On rare occasions when I'm traveling or offline for a while, it may take few days.

What happened here is that I didn't see the payments instructions that were in a matrix room, as I rarely open matrix (hard to move away from IRC habits), and nobody reached out to me via another platform, until today. For the same reason I only saw this github thread today as well. It's unfortunate that people were waiting so long for payouts, that's certainly not the objective. @sethforprivacy and I have now made sure to set up alternative channels to reach each other and this should not happen again. We should have established an agreed procedure in advance, sorry for that.

Note the pending payouts have now been executed, I'll let the bounty team update everyone as they see fit.
