Switch to updated ArcGIS URL #13

The URL of the RKI COVID-19 by ArcGIS has changed on February 16, 2022. The former dataset (»RKI_COVID19«) is no longer available.

Resolves #12.

Awesome! Had I known it was that easy, I'd have changed it a long time back. I didn't have the time to research the change, though. Thanks for investing the time to do so!
