Network gzip test incorrect for IE 7 & 8 (and others?) #200

What steps will reproduce the problem?
1. Run network gzip test on IE 7.

What is the expected output? What do you see instead?

The test fails even though I see "Content-Encoding: gzip" in the response 
headers for the XHR for base.css.

I do not see any JavaScript errors.

I'll fix this today - I didn't realize that the CE header was in fact in the 
response 
after reading the original bug report email, if that's the case this should be 
an easy 
fix.
