emulator has dead code #121

There is some dead code in the emulator harness (was around setting on-chip memory). Should be removed.

Actually, I am wrong (partially). This dead code also existed in the old emulator to be able to load am .elf file into the ISPM. Has this ever been used? Is it worth keeping support for it? I guess we can drop that (and maybe a note on how to reestablish it).
