Rating Bars with many votes draws bars incorrect. #13

2014-04-10_13-22-01 2 star with 0 votes draws bar wider than 1 star with 1 vote. Because 5 star has lot of votes and scaling is oriented to max votes. Fix: Draw very tiny bar if 0 votes; Or draw no bar for 0 votes.
