Why are currency symbol and decimal sign fields disabled

What steps will reproduce the problem?
1.Open maintain custom fields 
2.See that currency symbol, decimal sign, grouping separator and amount format 
have pre-defined values that do not correspond to what you need and are 
disabled so you can't change them.
3.Cry.

My CSV files use "," for decimal, which is fixed as "grouping separator" => 
Values are all incorrect on import.

Hi. For one, your issue is probably an enhancement in 15.7.9 just looking at my 
description on the download screen, so upgrade and try again. And in that case, 
get the newest 16 version from the home page. It's even better!
In my newer version you can see on my attached pic that you can change the 
decimal point and csv separator. Don't worry about the grouping character I 
think too. Let me know and I will close this.
