no mouse cursor change on dark mode?

Transferring to the WDD-scripts repo. Changing the mouse cursor isn't something I plan to add to core WDD, but could be implemented with a PowerShell script.

4 @t1m0thyj can you add mouse cursor changing depending on windows Os theme?

Auto Dark Mode application did it.
