Transitioning everthing in this github repository into English

I am planning to present StarryDigitizer at international conferences in the future. I'm concerned that if the content remains in Japanese, visitors to our GitHub page may not engage with it fully. Therefore, I propose the following strategy to transition to English:

• [x] Convert all issues to English, excluding comments. I'm considering using AI generation and the GitHub API to facilitate this.
• [ ] Translate all existing comments in the codebase to English.
• [ ] Ensure that everything displayed on GitHub, including README files, comments, and commit messages, is in English.

@yu-smc I will do for the work I've done so far myself. However, I would appreciate it if any future contributions could be made in English. If this is agreeable, please respond with 👍
