Find out how ICE fits in with transports #1

It's probably out of scope for what coap+at should be able to do by itself, but we may want to look into any work that is in progress there. @akeranen, do you know whether there is activity in using ICE for CoAP?

There has been some early thinking on this topic, for example in the 2016 T2TRG implementors meeting and in the joint meeting with OCF in 2017. At that time majority of the use cases were using device to cloud model and hence ICE was not seen as important feature, but when thing-to-thing communications become more common, there's certainly room for something like this.
