Major preprocess compatibility issues on the latest master branch after 2.0.0-rc.3. Investigation in progress.

Why is such a major change applied in the RC phase of Polymer 2.0.0?

In i18n-behavior, skip beforeRegister in Polymer 2.0. https://github.com/t2ym/i18n-behavior/commit/896893738a4d699250a56fb0bdeada0a19ad68b5
