Does adding a vocab separately from a schema work?

I can't seem to add an vocab that is external to the schema file See the video here: https://www.pjjk.net/temp/DESMVids/simplescreenrecorder-2024-04-12_15.05.12.mkv Vocab file being used is attached educationalUse-df.json

I believe this file to be valid, there should at least be an error message if the file is not valid, otherwise something isn't working.
