Toggle Base Layer between Qwerty and Colemak DH #6

Low Priority. I have this on my QMK Corne but I never use it

Added the colemak dh layer with homerow mods. We toggle it on the adjust later

This does not work. I guess they were serious when they said it disable's all other layers

I think what ended up working was to put the COLEMAK layer as layer 1 instead of layer 5. I think we can close this now. I did look at Manna Harbour's code to make sure what keycode it was. it was &to.
