Add global configuration option #17

Read from a file called global.yml for global filtering options

It could be just the RequestConditions struct or even the whole Path struct. I'll need to evaluate if options from the Path struct would be useful to apply globally.

Also, think about /etc/satellite/satellite.d so that users could easily share configuration fragments like IP blacklist ranges.
