Component pre-loading #2

In agent loader pre-load step a component pre-loader should be invoked to change and transform component parameters.

Example: ClaimComponent should be able to load the claim agent definition in this step, and a CAD parameter should be provided at component creation.

Component preloading has been added in 513d723b. ClaimComponent has not yet been fixed and tested.
