Add instructions for running the app locally to the README #3

I took it for a spin last night and did run into an issue on the step for installing requirements (which could be my limited engineering knowledge)

I see what that is. Your system is defaulting to python2.x

That helped me get further and now I'm stuck on python manage.py migrate

ImportError: Couldn't import Django. Are you sure it's installed and available on your PYTHONPATH environment variable? Did you forget to activate a virtual environment?

Scott, did you run this line after activating the virtualenv:

pip install -r requirements.txt

Or, alternately, go the pipenv route?

I did use pip install -r requirements.txt and then ran python manage.py migrate

OK, I think something is wrong with that virtualenv. I suggest destroying it, and try the pipenv route

pip install pipenv # If you don't have it already pipenv install # should install all the dependencies pipenv shell # should activate a virtualenv with the dependencies resolving.
