Data needs to include region/district/lga codes #113

Currently the data does not contain region/lga/ward/... codes. Any joins that happen are done on name and this is not foolproof, nor correct.

Are you suggesting that rather than including region, LGA, ward names in the waterpoint record these should be ids or codes instead? Do such codes exist or would we need to set them?

Codes exist in other data sources (e.g., you can already see them in the geojson files). This needs to be joined up with the waterpoint data. Names are still needed for the UI.

@markiliffe what is the authoritative source for region/district/lga/ward/(village?) codes?.

There is no single authoritative source, the responsibility being split between the National Bureau of Statistics and the Ministry of Lands. The boundaries should be downloadable from their respective websites and soon, hopefully, on the Tanzanian Open Government platform.

Wouldn't a better issue be to generalise this in an as yet unknown data import procedure...?
