Language switching and chart translation #36

Do string annotaiton in plots.js, controllers.coffee and dcplotsctrl.coffee (in a similar fashion as was done in the dashboard-demo branch). Then update the language selector dropdown so it triggers a page refresh.

In addition to this, probably it will be more convenient if the selected language will also be stored in a browser session (as a cookie) and retrieved whenever a page is loaded or when UI is initialized.

This will allow the selected language to persist throughout the browser session, even after a manual page refresh or when user leaves the site and comes back later.
