I guess you are referring to http://dev.taarifa.org/? I'm not entirely sure how this works, but it seems like every local Taarifa installation picks the center of the map according to the selected default location/country (can be changed in the settings).
I guess I was thinking more in terms of the index when the user first goes on to Taarifa like https://pachube.com/. In this case you're right, the page is for a local ministry so this would be their map.
The default view of Taarifa when someone goes on it should be "everywhere". This is to give context, and give it a global sense as well.
Right now, when I go on, I see a map of Nairobi and then some categories on the right hand side. There are however, reports also in the UK (London). The default view should be everywhere there is something going on. Like this: https://pachube.com/
