[css-font-display] Make 'swap' use the same "tiny block period" as others #53

'fallback' and 'optional' both use a tiny block period (100ms recommended) so you can avoid flashing the fallback if the font is just being a little slow to come from cache or something. The same argument applies to 'swap', so it should use a tiny block period as well.
