Two translation files for the same language are unnecessary and difficult to maintain #616

In the case of Spanish, it is recommended to hold only one translation file. Across the many countries where Spanish is spoken, there are only negligible differences in vocabulary that don't really warrant separate locale files, since for the most part the terminology is largely agreed upon, and there are no spelling or grammar differences across dialects either, unlike US-vs-UK English, or Brazilian vs European Portuguese, where you can find some minor grammar differences. But that is not the case in Spanish, and having two separate translations makes it hard for volunteers to keep up with the English version.
