Clarify that Python 3.7 is the minimum supported version #1367

Also include a pointer to the official Python releases page to provide a hint to customers that they should really be on a higher version.

This change also matches our PyPI page which lists 3.7 as the minimum: https://pypi.org/project/tableauserverclient/
