RSS proxy loader changes date hour based on Timezone #4

TelaSocial uses Google RSS proxy so far - we may revisit this. Right now there is a blocker level bug - the panel appliance shows incorrect dates for the ICMC layout case. - here is the original feed:

When it displays the date changes from let's say: 16:30 to 12:30 and the -0300 timezone code changes to -0700.

Landed fixes to the icmc/rss-palestras widget - using jQuery AJAX instead of Google feed ajax API - this is a temporary fix. We are to desesign the whole Feeds - Store aspect
