Via Prabha: issues with preconditioning with another wavelength in arb runs #109

Since the Arbitrary function does not combine with other functions, there is currently no way to precondition with a different wavelength that the one being used for the timeseries/step functions/arbitrary functions. Or maybe there is a way, and I haven't figured it out! If that's the case, can you let me know how that would work?

Fixed with some tweaks to the CSV inputs.
