Wells in plateview are selectable before device is selected #155

Before any wells have been drawn (a device selected or previous experiment uploaded), if the user clicks on where wells might be, the outline of those wells are drawn.

This needs to wait for validation to happen, when the plate is displayed will be dependent on validation, as willl being able to select wells.

I feel like this can be moved from usable newGUI. It doesn't break anything in terms of using the app, and it needs an architecture for determing a valid form before it can be implemented
