Can we style form input title tags so that the titles don't appear on hover (over the tooltips)?

If the current tooltips are using the tittle element attribute to populate their text, I do not know of a way to suppress or change the display of the default tooltip text. http://stackoverflow.com/questions/809795/suppress-link-titles
