Add a ready-built GitHub Codespaces instance for quick and convenient contributions #114

This should include VS Code plugins for Tact, FunC & installed dependencies for contributing to docs.

Depends on #89 and #88.

Perhaps, once it's done here, it would be nice to create similar issues in other active tact-lang repositories, except for particular tooling ones, which are better maintained by one person: tact-vscode (KonVik), tact.vim (me), tree-sitter-tact (me).
