It should be in the top bar with Book, Reference, Ecosystem and the search panel

Agreed, will do and change all the links when #145 gets merged.

Essentially, I think Cookbook should be decoupled from Book and be independent of it (but it may link to Book's sections)

Yes, and it should also stop being one giant page as per #142.
