feat: i18n, enabling Chinese language #214

Closes #80

Locally-enabled i18n pages without public-facing switch on exports. Will be enabled once we have 80%+ pages translated.

Gives way to #204 and similar issues for other sections.

This hacky build system PR is being deprecated in favor of the upcoming transition to the Starlight documentation framework.
