Docs lack contributing info #89

It's necessary to have:

Overview of the project structure
Help on adding new pages and sections
Guidance on adding translations (once #80 and #86 get resolved)

It would be nice to also have a helpful CLI/scripts to quickly create new pages, see #88.

We should mention that PRs should have opened and discussed issues before working on them. And also, a PR should be focused on one issue it is trying to resolve. After we did a lot of structure refactoring and updates towards Tact 1.2.0, carpet PRs targeting multiple non-related issues are discouraged. Btw, we as a team should adhere to this policy too, to set an example
