Replication scenario:

Player 1 adds Rug the Ruler
Player 2 adds any basic or special event
Rug the Ruler should refresh based on new events, but still shows 0. When removed and added again he shows the correct value

This works correctly for Corrin Evertail the King, so probably there is some refresh, but only for town cards, and not for events
