Do: gam calendar user1 show acls gam calendar user2 show acls Does your domain admin have writer access to calendar user2?
You can try: gam user user1 move events primary id 1234 to user2 In this case user1 must have writer access to user2's primary calendar.

Just a quick note to add that domain wide delegation means you can impersonate users on your domain. It does not mean you can bypass security. ;-)
