Is there a way to view the licenses available in an account to use so I can cross reference with the accounts being used currently?

That shows the active accounts I wanted to see all accounts?

I don't see anything the the API about active/inactive accounts. Post your question to the GAM discussion group, someone there my have additional knowledge.
