restore Gaggle configuration options
@TODO: restore Manager and Worker threads
@TODO: control Gaggle through telnet controller, instead of on custom port
@TODO: get all Gaggle tests working

I do not currently have a schedule for when I expect to return to this and complete this functionality, sorry. If you require Gaggle supported, for now you have to use an older release of Goose.
