Right now, the current procedure for giving someone access is:

!createaccount [account]
!add [account] [access]
!setaccount [user] [account]

Even if they are tagged, you still must use !recruit and then !add. Perhaps
something like:

!qadd [user] [account] [access]

would be useful.

Recruit requires that they have your tag and is still two commands.
