Tray popups

Have tray popups only display whispers and highlights (<--- ADD PLEASE)

Windows.

In OSX, you can select which popups you want to see in the Growl preferences. On
Windows, this isn't possible, since there is no filter on tray popups.

I'm going to enter a separate issue for highlights, since it's not the same 
thing.
