Have battle.net handle the ban/kick functions.

I would normally reject an issue like this, but there's actually a bug behind 
it:

Wildcard banning prevents banning users outside the channel.

I've changed the way the ban command works so this is no longer an issue. It's 
still
impossible to /kick users that are not in the channel without turning off the
commands plugin, but that shouldn't be an issue.
