COMMAND: vote kick/ban #7

To initiate a votekick:
~votekick <user[@realm]>

To vote:
~vote <yes | no>

Everyone with an account that meets the access requriements for the 'vote'
command will be elegible to vote. After [configurable?] seconds, if
[conditions?] are met, the user is kicked/banned.

I wish this was implemented. :( And Voteban. :) Will you make it so it can be
configured what message is sent when they get kicked? I miss Chewbacca Bot's old
message, was 3 lines, essentially flushing the user down the toilet to the 
void. :-P
