Overview:

This main part of the PR is to fix the build (https://jenkins01.tacc.utexas.edu/view/Hazmapper+Geoapi/job/Taggit%20(build%20image)/20/console) and is done a02c9ba5eb03f303b451fd3d631f9cc2601efcb4

but the PR also adds:

a basic CI workflow to test build
a pull request template for github
